House Passes Health Care Reform Repeal Legislation

On Wednesday, January 19, the U.S. House of Representatives passed the Repealing the Job-Killing Health Care Law Act (H.R. 2), a largely symbolic bill that would repeal the health care reform legislation enacted last year, in a 245-189 vote.

The new legislation, backed unanimously by House Republicans, would repeal the Patient Protection and Affordable Care Act (PPACA) and the health care-related provisions in the Health Care and Education Reconciliation Act of 2010. The bill was largely approved along party lines with all 242 Republicans and only three Democrats voting in favor of the measure.

White House, Organized Labor Reportedly Make Deal on ‘Cadillac’ Tax

The White House reportedly reached a deal with organized labor on Thursday over the controversial “Cadillac” tax found in the U.S. Senate’s health care reform bill. The original provision in the Senate’s Patient Protection and Affordable Care Act (H.R. 3590) creates a tax on employer-sponsored high-end “Cadillac” coverage. Under the original provision, the tax would have been 40 percent of the “excess benefit” of plans that exceed the thresholds of $8,500 for individual coverage and $23,000 for family coverage.

COBRA Subsidy Extension Legislation’s Effect on Employers

Last week, President Barack Obama signed legislation into law that extends the original federal COBRA subsidy created by the American Recovery and Reinvestment Act of 2009 (ARRA). The legislation extends:

  • the total allowable time an individual could receive the COBRA subsidy by six months (from nine to 15 months); and
  • the subsidy to individuals who are involuntarily terminated between January 1, 2010, and February 28, 2010.

House Passes Momentous Health Care Reform Legislation

In a 220-215 vote, House Democrats passed a controversial health care reform bill with only one Republican voting for the legislation. The Affordable Health Care for America Act (H.R. 3962) is a combination of three different health care reform bills approved by House committees this summer and is 1,990 pages with a 42-page manager’s amendment.
